This is the wrong values.

In fact, if the value is less than 70% video does not work (low signal).
That's right, divided into two.

It can be fixed?

Sure, those values are a little bit relatively, the CNR is more important.

can you join http://chat.sundtek.de so we can get the input values which you receive from the tuner?

Hi,

the scale is different for those tuners, it looks absolutely okay now to me.
Every chipset might report different quality levels there's no "standard".
What shows up as 40% for you right now with your other tuner might show up as 60% with another tuner chipset.

A detailed value would be the CNR, but enigma2 does not use it.
