Access to raw frame, including VBI?

Using your hardware under windows, is it possible to get individual frames in memory buffers?
If so, in what format - BMP/RGB?
And most importantly, is the VBI also available in memory buffer per frame? I need all the lines (1-21) of the VBI. not just the 480 lines of video (NTSC, 30fps).

VBI is supported, do you need the raw samples or the final decoded information?
