The device should be connected, but it's not mandatory (for the initial setup)

The latest driver is for all systems yes.

i have now the sundtek put in the front of the vu duo
and the latest driver is in the vu duo
i dont see a light on the stick.
i reboot the vu , see now the tuner c is activated
what is the next step?

You need to manually scan for a transponder and enable the network scan.

The LED is only active when the Stick is active. In Standby Mode there is no active LED.
